Context
Update docs to make more clear download URL input parameter and environment variable GOTOOL_GODOWNLOADURL usage.
We want to make users discover them more easily and to be able to use them appropriately.

Description
Microsoft repo which serves as alternative source for download has URL which is only prefix and if it's called directly, it returns 3xx or 4xx error. We want to state clearly, it's prefix URL.
Also, we want to make clear there is another option: GOTOOL_GODOWNLOADURL environment variable, which can be used to set alternative download url.
