Add a way to turn page ratings to a todo list.

We've enabled page ratings on our documents, and overall they're helpful. But feedback doesn't appear when you edit a page where it's most relevant, and you can't close it out. Ideally a user rates the content and leaves feedback, like missing x step from the process. Our internal team sees that feedback, merges the change, and the issue/feedback is addressed.

This would treat is more like an issue ticket than a basic collection of feedback. It would be useful to still see past feedback that has been closed so future changes can use that information as consideration.
